Typhoon Question

If one had a fairly long transit to a cap - whats the optimum level to transit for fuel economy?

Do all jets have differing levels or is there a upper and lower limit?

Probably a transit at FL670 within Class G then a loiter capability of about 2hours before return. Operational radius about 3000 miles!
