Military training in the civvy world?

Hi, I'm trying to find out which Military units in the world out-source their aviation training. All inputs greatly received

Multi-engined training is outsourced to Kidlington Airport (Oxford Aviation). Just not for anyone without the ability to fly a tucano or squirrel for a few hours.

I understand that Luftwaffe ME pilots do their flying training to fATPL standard with Lufthansa Flight Training in the US and at Bremen. But they do not receive licences as such.
