Does LINKUP still exist?

I was hoping someone could fill me with regards to linkup. My memory is somewhat hazy, but I seem to recall that about 5 yrs ago a scheme known as LINKUP was available to pay service leavers up to around 10k towards re-training (I think it may have specifically been for licenses). When FRI came about, it was a case of you can have one or the other, but not both. Now with FRI gone, as of 07, does the linkup system still exist, or are we now worse off than before FRI came in?

If you signed up for LINKUP when it was available, then you can still spend it and claim. It is no longer available. LINKUP was deducted from the FRI payment.
