The surroundings look like NAS Pax river with the Chesapeake bay below. I think I've seen this accident from another camera point and the TA4 was a chase plane and the Hornet was testing seperation on either a new external tank, or initial trials for same. Could be wrong.

If you read the daft postings on that inane website there is a rare salient explanation the poor quality of the vid coupled with the hot jet wash sufficiently blur the right tail fin as he turns away.

I am always greatly amused by the commentary from this website. That hercules pilot sure was lucky to avoid crashing into the stealth, man. Now freakin legalize dope.

A4 crew stayed with it for quite a while, it seems. Glad that they got out OK in the end though.

As for some of the comments on that web site; well, I guess that we now know what Jerry Springer's studio audience do when they're not on his show?

Sent the vid to a friend, also has seen the accident. Somewhere he says there is video from a camera on the TA4 of the incident.
