Does anyone know which middle eastern airline hires CPL candidates with FAA license ?

Doubtful with a CPL. You'll probably need an ATPL and a few thousand multi crew hours.

If you buff the hours qatar takes CPL and whatever is willing to work for them.

which sucks because to you need 1,500 Hrs to qualify for ATP we don't have frozen ATP. I have more than 1500 but it costs around 10-15k to get ATP

The real kicker is that you don't have jet time either, and probably won't until after your ATP. Technically there no such thing as a frozen ATPL - it simply means that someone has passed the theory.

UAE airlines take pilots with frozen ATPL from EASA with a training bond. they dont have anything for US pilots

Flydubai does through their second officer program. But you have to write the 14 GCAA exams. Many FAA CPL holders flying there but the program cost a bit.
