I have seen a dedicated room at CAE-Emirates flight training for 'FAA Airmen Exams'. Hence, am pretty sure they offer the FAA Written exams there. Try this number: 050-550-7106.

I think CAE was stopped because of greed. In 2007 I needed to take an FAA test so I booked in at CAE Dubai, however when they said $500 I backed out and took the test later in the US for $100. I informed CATS of what was going on and were not happy

Try this web site, hope it helps

There are two Test providers, CATS and LaserGrade.

None of them have centers in the Middle East although one of them has a few centers on US military bases in Japan.
