Civil Aviation Policy In UAE
Does each Emirate have their own Regulations and/or sign separate Civil Aviation Agreements with other nation's or, are they controlled by a single governing entity?

The reason I was curious was, when you look at the division of seats alloted to each country that does not have a open skies agreement with UAE, each Emirate seems to have their own set of rules and supports and advertises their own Airline such as Etihad, Emirates, Air Arabia, RAK Airways etc. In fact on one of their airport websites they also promote fifth freedom rights and that is confusing. Hence the question.

the word UNITED is confusing
In general the 7 Emirates all have the same FEDERAL laws, however each Emirate had its own slight variations.
Plus some Emirates have their own rules, ( Sharjah re Alcohol).
Then you have a law that was highlighted last week, where the Federal law said NO, but a decree from Mo, said YES. What should the courts actually do.......
Re freedoms, most Emirates have international airports and "national" carriers, and as sush wish to protect these, thus profits. This is where the conflict arrises.
Like everything in ME logic is not a word to be used.

ps Qatar is not in UAE, and with one airport, and one carrier, only has one agenda.
