Dunno - but as lowly SLF and resident of DXB I can tell you that the strobe lights on the new tower have been off more often than on recently. Even when they are on they are not as bright as those on other adjacent buildings (or maybe they're just obscured by the murk). A hazard to light aircraft (e.g. the Seawings Cessna 208s) and choppers ???

I overflew the Burj tonight on a slow moving aircraft at 4000 feet indicated. I must say it looked pretty impressive. It is the highest man made structure I have seen so close when flying at 4000 feet. 828 meters translates to 2717 feet.
