this probably isn't the right section but the cabin crew section doesn't seem to be that efficient.
i was offered a cabin crew position a few years ago (2007) at qatar airways but i couldn't go because of some ongoing issues at home. i would still like to join them but have applied since and only received the rejection letter.
do qatar airways have a "policy" that if you decline a position you'll be banned for a lifetime after that?

No.. No such policy is in place, but I know they do not like having egg on their face either.. meaning, you my have just pissed someone off and now your in the bad file, so no more chance.. BUT you can give them a call, (HR dept.) and explain that you had a personal situation that resulted in your choice to delay your employment with the airline.. just bad timing.
