Gcaa Fatpl???

I have FAA CPL IR ME right now
I was wondering if i can get frozen GCAA(NOT JAA) ATPL.

If i can what will be the process???
do i have to convert my license?
I was looking at this web page

they have 2courses
one is GCAA ATPL and the other is JAA ATPL.

here says they have 13 weeks of GCAA ATPL COURSE...

That article about EAC is 4 years old. They are offering ATPL course for Emirates cadets only as far as I can recollect. I think in order to get an ATPL in UAE, you need to be employed by a local operator first unless if you are going for an integrated course, which includes completing all your flying lessons within the region. Please correct me if I'm wrong.
