What's going on at the UAE DGCA

Does anyone have some insight in what is happening at the UAE DGCA. They saked their DG last year and just installed a new one. Is this good news or Abu Dhabi against Dubai to get control?

Joors, I wish I could write and spell as well in German as Bitburger writes and spells in English.
