Emirates minimum qualifications

If any Emirates flight crew would be so kind, I am wondering if one is not quite up to the 1000 hours jet but has transport category turbine command and half the multi-crew jet if one still has any chance. Also, does it help if a person is currently liveing and flying in the Gulf. On that note, I tried to get into the HR office at Airline Centre but of course was only allowed to drop off an application. Is there any way to talk with someone if I am in Dubai for the day; or no? Thanks for any help as I would very much like to join your ranks.
