As an aside though, it it just me - or is charging for CAR's a good way to ensure that nobody will read or abide by them?

Rather confused, generally a authority offer the regulations free. In the cyber world they have a web site giving access to the current regulations in force. Even Qatar have this facility available and at no charge.
