Radar vectors and speed control in BAH

I understand that below FL100, the speed is 250 KIAS and we suppose to maintain this speed until reducing for the approach, or if ATC has a request.
Under vectors, ATC is responsible for separation and that includes longitudinal, in form of speed control. It's not up to the pilots to do that.
The problem is, if you don't start reducing the speed, you end up with the DOHA1 arrival. In busy times, why don't put people on the hold and start bringing them for the approach, with fuel, noise and emissions efficiency?
ACAS purpose is collision avoidance, not airborne radar for airliners.
