it may so happen. all reshuffles are like the piazza san marco: clap your hands and the ugly pigeons fly up, do a circuit and land again, just in a different spot. nothing changes. however by flying up every bird lets one go and the place gets all the more covered with s*** each time it happens. it's called modern management.
