Kuwait Airways

KU seems to do it differently. Are they different? The discussion is open in their Parliament. In the article, it's clear that they mention KU is a state-run Company and not anything else said elsewhere in the area. Chk the news article. I hope the link works.

Bureaucracy

As is always the case with Kuwait Airways, its turn around and development is being hampered by 14 years of parliamentarian bureaucracy and stagnation since the liberation of Kuwait.

The others in the region are light years ahead. KU desperately needs an aggressive turn around plan promoted by the government, along with a new corporate identity to revive it and rid it from the 'sad' and 'hurt' image.
