Post More JAR JAR?

I've just renewed my class 1. Previously, all I've had to do was get a new sight test done at the opticians and take it along. Together with the AME's sight tests, this has sufficed.
This time, notwithstanding above, I was presented with a new form MED 162 011099 (in duplicate). This contains lots of small boxes into which an ophthamic examiner is required to insert every conceivable parameter of your eyes and add remarks and recommendations!

This prompts a specific and a general question. Objective opinion anyone?

Q1. Is all this really necessary or just more JAR OTT?
Q2. Does instructing only really require class 1 standards?

The frequency and costs of renewals (of all sorts) are killing it.

I think you're right about the killing it bit - but I don't think it is the class 1 - it's more likely to be the 6 months in the classroom and the 14 exams £5.5K (ker-ching) + £10K for CPL (ker-ching) and £8000 for the instructor course (ker-ching again). I don't think it's unreasonable for very low hours (i.e. pre solo) students to expect a high medical standard from their instructor - after all they might as well be on the ground if they can't fly the plane for you
