ATCO European Class 3 - Neurological Requirements

Hi everyone,

Just wondering if anyone with medical experience might be able to clarify something for me. The documentation for the European Class 3 medical documentation states in the section on neurological requirement that, among other things, "conditions with a high propensity for cerebral dysfunction" will be disqualifying. Can anyone clarify for me in laymans terms what is meant by "cerebral dysfunction"?
