Are there any countries, besides the US, that allow pilots to fly commercially without having to do an ECG?

With respect, hopefully not! If you have a dodgy ticker, you shouldn't be driving a car, train, ship or plane! If, however you have a "weird" one, well the medics have generally seen them all and it's their decision - for a good reason!
