It seems to be standard practice to include one or two obvious non-starters in most studies, and I strongly suspect that this may have been why Ascension was put in. Sometimes obvious no hope candidate solutions are thrown into the mix to make the chosen outcome look more favourable, but often there seems to be a degree of fear in some departments that if they don't include the clearly barking mad options they will be accused of not being sufficiently inclusive or courageous in their considerations.
There were rumours that the "include everything out of fear" procedure was almost standard practice when Theresa May was Home Secretary. Amongst her Civil Servants there seemed to be a view that she was both bloody difficult to work for and overly obsessed with detail, to the point where she was reputed to miss seeing the whole picture. It seems possible that she may have initiated a policy of including every possible option in any study conducted by her department, and also seems equally possible that that practice has now become habitual within the Home Office.
