Where do peoples who live a simple and basic life get their materials to 'clothe' themselves?

This risks the lives of the police and the health of the islanders.
Given that he is now where he wanted to be ( in both senses), why bother?

More likely being India that the bureaucracy requires a body to proceed with the investigation.
