The Hack Green papers that I saw also referred to 'Zombies' - the name given those poor souls who were irradiated and unable to fend for themselves. There were plans to somehow round them up (didn't say who would do this) and put them into some form of camp on Salisbury Plain. But, as you say, Sir Humphrey and his acolytes received full board and creature comforts while pontificating to the masses.

When we took over control of Cambridge it had been declared a "nuclear free zone" by the outgoing Labour/Tory coalition. They hadn't of course actually implemented any such thing, not having the legal powers to stop the hospital using radio isotopes, shut down the university's physics labs, ect ect. So we took the sign down and stopped paying the subscription.
