(1) A straightforward failure due to crap kit.
(2) Deliberately staged by NK to reduce tension.
(3) Sabotage by China to reduce tension.

I usually go for the cock-up theory, on the grounds that it's that much easier to cock something up than arrange a conspiracy, but (3) does have its attractions as an explanation ... ... ???

Can't see anything other than (1) being consistent with previous statements and attitude. Meant as a clear declaration of steadfast resolve and capability. Now a few people have been shot....

The Hack Green papers that I saw also referred to 'Zombies' - the name given those poor souls who were irradiated and unable to fend for themselves. There were plans to somehow round them up (didn't say who would do this) and put them into some form of camp on Salisbury Plain. I remember when Sunderland declared itself a nuclear free zone and would open the local authority nuclear bunker open to the public for imspection,later they had to back off that option because the bunker had apparently been destroyed by vandals.

When we took over control of Cambridge it had been declared a "nuclear free zone" by the outgoing Labour/Tory coalition. They hadn't of course actually implemented any such thing, not having the legal powers to stop the hospital using radio isotopes, shut down the university's physics labs, ect ect. So we took the sign down and stopped paying the subscription.
