I stayed at a hotel just around the corner from where you took the photo. The Drummond? Anyway, an odd name, given the location. The Bitexco was just starting to go up and looked gigantic.

I think you meant The Duxton hotel.

The most visible use of the helipad has been as a fashion shoot location


I met a French pilot who had spent over a year trying to get approval to use the pad and had given up in disgust.

Yes, a library, but a long way from Dorset.
Look north.
I shall be AFK until this evening, so carry on when found. The combination of keywords from items in the pic results in the location as the second image in a Google search, good luck!
