I would like to apply as well but problem is i do speak some french however not good enough to speak fluent to ATC. Do the HOP guys only speak french to ATC?? Is that a requirement??

It's a requirement to show skills in talking and understanding french, with a certification.
Of course is not a requirement to speak in French on the radio, even if for France sometimes it's an exception, official aviation language is still english..

anyway they require you to be fluent in French, not an ICAO level.
If you cannot even spell a word, making it unrealistic to be able to improve it from a base you already have, it may be pointless to apply.
