Yes in Biscarosse ! the birthplace of the Hydravions .
Conversion on a C172 with floats takes 3 hours, and cost around 550 euros .
You can also visit their Museum on the lakeside.

ATC watcher obviously has some good info above, but in addition, the details of just about all the Aeroclubs in France can be found on the Fédération Nationale Aéronautique(FNA) website,

Its in french, but has contact details for each aeroclub, with a list of aircraft available, aerodromes, and links to the aeroclubs own website if it has one. If you do not speak french, You can search by going to aéro-clubs, then Recherche Géographie to choose the area of France you are interested in etc.
