FL085 belongs to?

Maybe a foolish question but still, here we go: let's say I fly somewhere in France on FL085. I pass a big airport's TMA zone that goes from 2500 AMSL to FL085. Does that specific altitude of FL85 (8500 feet) belongs to the TMA controller and do I have to contact him, or does the TMA goes up to 8499 feet and is 8500 ft (FL085) not part of the TMA?
Thanks!

Let's make it simple

First if you go beyond the transition level...just speek about FL..
Second, if the sector of this tma is up to fl085, it means that this level is under the control of this atc..

thirds, Yes you have to contact him before entering and asking for a crossing clearance

When talking about fl 085 ,8499 feets doesn't exist, this according with your latest clearance to climb and maintain fl 085..

is this clear

WE ARE IN FRANCE, SO WE SPEAK FRENCH

A votre santé...!
But most of us should be "English Proficient ICAO Level 4"... non...?
