Eimrates cargo to Campinas + Anchorage question

They are flying once weekly Dubai-Frankfurt-Dakar-Campinas, return leg just via DKR, with 744F.

Is ANC as a scheduled station with traffic rights, or just a tech stop for the HKG-TOL sector?

They appear to be one hour ground times @ ANC, indicating a tech stop.
