Were you referring to the Cargo world or the PAX carriers that try to fill unused belly space?

For the pure freighters it may be a boost.

Can't send it belly due to lack of security clearance? Put it on a freighter.

Hey guys, most Express carriers self screen their freight as part of regulations from various Transport depts in each country,DFT UK ,DOT IE. There are also programmes in place that exempt freight from Screening for Cargo Aircraft such as Known Shippers,Account Consignors & regluated agents this gives it the status of SCO (Secure Cargo Only) but it looks like the rules will change that all freight on either PAX or All Cargo will need to be screened. Most Express carriers have geared up for this with X Ray machines in most locations & using the decompression chamber in Heathrow for oversize pallets out of the UK & Ireland.

TNT...

Like I said, TNT X-ray all cargo that goes by air
this includes known shippers, anything to dense
for X-ray will not go on the A/C and will be RTN'D
to the customer.

So the changes that are to come into effect should
not cause TNT any problems what so ever.

Airlines May Struggle With 2010 Cargo Screening Rule (Update1)

I agree with that DAZ as I always endure to screen 100% of my exports. I noticed by watching from a previous sharing of a cargo shed with a handling agent, some companies think that by screening a bag of DOX that the % is covered & they found out once,a box of tractor parts contained paint & it pressurised in the ULD due to movement & exploded onto about 50 computers!,that this isn't the ideal solution.Found a few undeclared DG,fire extingushers & perfumes through screening.
