Yes, it just about a signed deal. About as good as done, if it does not cost too much.
We've found 3 ex radio shack employees in Chengdu that will design their own WIFI system which will work within a 20 mile radius of HKG international airport, as long as you have line of sight with the antenna and the weather is CAVOK (just about every day in sunny HKG). It will have massive bandwidth capability, as much as 5 users simultaneously with a combined 1mbps download and .5mbps upload rate.
The product will be ready in 3-5 years for a short evaluation period of no longer than 2 years, with planned fleet integration in 3 years max (assuming no snags, which we don't anticipate).
Our IT department's moto is: "bringing you yesterday's technology - today".

Sorry, not all CX pilots are knobs (although most on this forum are).
From Cathay Pacific: What it takes to be the world?s best airline

It's been several years in the pipeline, but obviously regulatory approval is holding it up.
So the answer is no, and yes. ETA unknown.

"When quizzed on in-flight connectivity, Smith added: “Our provider, Panasonic Avionics Corporation, has been working for some time to secure the regulatory approvals needed to operate onboard Wi-Fi capability for Cathay Pacific, with issues still to be resolved in some of the airspace on our route network. Once this approval has been granted and we’re able to provide the service globally we will start the rollout in earnest.”

Sqawk- in line with the brand refresh, the new brushwing and lettering, IT has also moved into the "next chapter". Please note their new motto is " bringing you yesterday's technology- tomorrow"

A zone free from wifi and the outside world of connectivity would be a better place, even just for a long haul. Can you imagine some prick yabbering on the Skype machine to his great grounded aunt miles away during the flight? Would throw punches....

They can't even keep their Intracx website working.....it's down as I type....and we need that for work, manuals etc. Wifi on board would be like trying to put a Lander on Jupiter for these guys!

Can you even imagine our cabin crew if they get WiFi on board, wondering around, heads down, bumping into everyone, checking Facebook while they do the drinks service, what's app'ing BC's in the rear galley etc etc should be pretty funny!
