What's the story behind this Bloomberg/IHT report?:

Hainan Air to cut flights for staff rest rules breach - Greater China Transport Logistics Insights - GCTL8.com

"Hainan Airlines was ordered to cut services after the treatment of pilots and cabin crew violated rest rules, according to a notice from the aviation regulator obtained by Bloomberg News. The Chinese airline will have to reduce monthly flying by 15 percent from the amount in December, according to the April 18 statement from the Civil Aviation Administration.

Hainan Air is taking steps after some staff members did not get enough rest in the first quarter because of the Lunar New Year and disruptions caused by bad weather, the airline’s governmentcontrolled parent company, HNA Group, said in an e-mailed reply to questions."
