One night this week............
Crew bus from Hotel takes a wrong turn or two, and gets pulled over by the cops..... In true Thai style, the driver softens the police up with 1000 Baht....... Then the ISM makes the crew pay the driver back!!!!!
This caused an hour delay on an all night, two sector , FTL limited trip.

There is nothing to say you cannot start a duty knowing you will go into discretion. The specific wording is that you "cannot be rostered a duty knowing that discretion will be required to complete the said duty".
Subtle difference here.
With the case in point, should you arrive at the aircraft an hour late and the Captain has taken all the necessary preliminary steps (ie consulted crew, assessed previous rest etc), the Captain may decide to continue to the destination with the use of discretion should he think it appropriate.
The rostering department (god bless their little souls) cannot anticipate every little contingency like a bus driver with a toppled gyro. (sic)

Is this the one?
- The highway was partially closed to giveway to VIP motorcades. It happened to be almost 2/3 of the journey to the airport.
- The crew bus was re-directed by traffic cop to take the service road which leads to a low overhead pass, too low for the bus to go underneath.
- A 180 turn was made and the bus driver had to find an alternative route to the airport by going through massive traffic jam in a few townships around that area.
- After an hour or so, the driver managed to get into the highway at about 8 km from the airport. In fact, taking the train was discussed and briefed in the bus as an option.
- He had no choice but to drive faster than normal speed limit and stopped by the traffic cops.
- Everyone onboard the bus and the capt were aware of the whole situation.
- Only THB200 (Two hundred Baht) was paid to the traffic cops.
- The ISM NEVER force anyone to pay, in fact the SP and ISM voluntarily wanted to compensate the bus driver but the whole set of crew decided to chip in.
- The capt was in contact (by mobile phone) with BKK ground staff and IOC.
- It was a 'Cat B' sector and IOC authorised CI 150.
- The aircraft was refuelled as per CFP fig, the previous crew helped to set up the FM.
- The whole set of crew arrived at the aircraft 25 mins before dep, cockpit prep completed, thanks to the previous set of crew, F & B were uploaded and checked by the previous set of cabin crew, final fuel was given and loaded, pax boarded the aircraft approx STD-10, the aircraft left only 10 mins behind schedule.
- On return leg, the aircraft left the point of dep about 20 mins behind schedule, CI 150 and arrived BKK with approx 5 min time to spare before discretion comes into play.
All in all ...... good job to everyone involved.

The AFTL is pretty specific about this, it says " will apply only once the crew member has commenced a FDP.."
If the crew hadn't arrived at the airport then they basically hadn't reported for duty. With a limiting FDP it doesn't matter whether the bus was half hour or one hour late to the airport because you haven't actually reported for duty yet and hence the stopwatch on your FDP hasn't started clicking.
