1997 sign this new contract or get fired.
1999 sign for 20% salary cut on a base or move back to HKG.
2001 sign COS 99 or we will treat you like a 49er.
2009/2010 sign this COS08 or move back to HKG.
Let's face it, they have used it many times in the past, as recently as July this year for all of the Australian and Canadian based pilots.
Negotiate housing away and guess what they will do.
They will have no skin in the game and can do what ever they want with you.
Once bases are no longer attractive, they then can attack the hong kong costs. Let's face it, would you go on a base if it is worst?

it would be interesting to see some rough profiles of who is doing the negotiating........
Mr A (fictitious), in Cathay 25 years, several appartments in hong kong, all for rent
Mr B, only 21 years for him, ski lodge in whistler, holiday home in phuket etc etc
Mr C, struggling SO who thought that housing package would make a difference.
Mr D, based FO waiting to come to hong kong
somehow i doubt Mr C and Mr D are on the negotiating team! Shame there is rarely a win for those low on the seniority list.

It was different when John W'ham was president and chief negotiator. Sadly he is a 49er now and fighting battles the AOA should still be fighting.
I'm sorry but it's difficult to have much sympathy.
