First time home buyers are eligible for an $8000.00 refund. You must purchase the house by November 31, 2009.

Its a $7500 tax credit for first time homebuyers from April 1, 2008-Dec 31, 2008. Be aware it is a CREDIT that must be paid back $500/yr for the next 15 yrs.....essentially an interest free loan. Good luck.

Prop 13 is the way to go for permanent reduction of taxes and possible refund. You will save money every year this way. Do not opt for temporary reduction under prop 8 go to Permanently Lower Your California Property Taxes for more details.
