Yes, TAD I can read too. Thus I specified the ICAO authority as reference, however, as to what all the non-ICAO countries practise is up to OIC12 to research before he flies there. As this is a Hong Kong forum and the question was to HKG ATC, I advised that HK ATC is ICAO compliant but if I was to refer to HK specifically, then I would have referenced the HK AIP ( http://www.hkatc.gov.hk/HK_AIP/AIP/ENR/HK_ENR1.6.pdf - 4.3 ) which effectively means that; on this matter; HK ATC fulfils the ICAO requirements, and some.
