Chinese pilots recruited by CX are expected to have perfect eyesight due to the deterioration of vision experienced by many Chineses people as they get older. This may ruin their career, (and of course cost CX money) should their eyesight fail. Secondly, many people in HKG have been exposed to hepatitis B, another no no for initial medicals. Thirdly, and perhaps most importantly, piloting is not considered a job of choice by Hong Kong graduates. Hong Kong people see jobs for what they are, and the chance to earn 10 times as much in finance (or even realty), plus much more face than a mere SO, convinces the vast majority of them not to even apply. Plus of course working with a bunch of gweilos........

A mix of British, Australians, Canadians and even an LEP (locally employed pilot) to ENSURE that every pilot knew at least one.
