Can you hold a class 2 and a PMD at the same time?

Yes, if you have two licences, UK national and FCL.

Like how CAA said they want to give confidence to customers that instructors for SEP etc. have medicals, yet for other flying machines, micros, etc. customers can hope on a wing and a prayer their instructors don't peg out!

Yes, if you have two licences, UK national and FCL.
The answer is Yes, nothing to do with how many licences you may have or what type they may be. There are currently 14,000 PMDs according to the CAA.
