An FI restricted to instruct for the LAPL lacks CPL TK. They can be a full PPL with IMC/IR(R) rating. Presumably they can add Instrument to their FI, in which case it could be argued they could teach an existing PPL for the IMC rating. Remember it's a non-ICAO, UK-only rating.
I await correction of the above logic.

An FI(LAPL) is an FI with a restriction to give instruction for the LAPL only, they can't even do Class ratings as they do not exist on a LAPL.
If the holder of a FI(LAPL) wishes to teach for the IMC rating they can do so by obtaining a stand alone IRI Certificate however; they will need an IR and 800 hours under IFR as a prerequisite.
If you want a reference IN-2016/082
By far the easiest way is to do the CPL knowledge and then the IRI Course as per the IN for the IMCR.
