Odd, unclear question.
Average? What? I was taught, if you have tried three go arounds at your airport, leave and go elsewhere to land. This advice presumes there are wind conditions that are challenging and the idea is to NEVER force a landing. You should have sufficient fuel, know locations of nearby airports or flat suitable fields. It might also be expected that nasty wings will often abate to quiter conditions in a short time.
Average, does not apply. I was taught this learning in a taildragger, no flaps, 2400 ft runway, airports averaged about 8 miles apart with at least 5 airports clise by.
