QXC today

Who would authorise a qualifying cross country flight with a taf and actual as follows?

TAF EGxx 1322 23015g30KT 7000 SHRA BKN020CB TEMPO 1322
3000 TS BKN010CB PROB40 1317 TSRA BKN10CB

METAR 1350 EGxx 22020g31kt 7000 BKN010CB 15/11 Q1015.

Well someone did, I won't name them, although I should do, the club was from a very well known organisation, south of Ipswich, which operates off grass runways.

I could see on radar that the students elected route, and al around him for 40 miles, heavy weather and thunderstorm activity was present, and I advised him of such.
The student did very well, but departed in similar weather, seemingly oblivious to the consequences.

All I can say to his authorising instructer is shame on you.

Whoever sent any solo student on a crosscountry with such a TAF had obviously not considered the consequences. The British aerospace court case in Edinburgh finished last week and they were fined £40000 damages, the original damages sought being £400,000!
This despite an extensive briefing by the instructor to the student and him disobeying his instructions to avoid cloud, in which he lost control, I fear this may have further repercussions within light aviation, if an incident had occurred remember you are the one authorising the flight and are responsible for the welfare of the student who has no experience to fall back on!
