VNAV approaches Europe

Just a question regarding VNAV approaches in Europe....if your aircraft is suitably equipped, can I as a private operator (single pilot) exercise a VNAV approach (with overlay) on a non precision approach?

Do I require an additional endorsement/training as a private operator?..or must I be a commercial operator??

Is their legislation that I can refer to in European terms?
