What ratings are needed to be an IR sim instructor?
As above.
I'm trying to work out if someone can teach the initial simulator section of the IR whilst being an IRI, but with not ever having been an ME FI.
I'm digging about, but can't find a straight answer anywhere.

You must either be a FI with appropriate privileges i.e. FI with ME CRI and IRI or you can be a STI which requires that you were once an FI with those privileges. If you are teaching SE then provided the FNPT is qualified as a SE device and that part of the course is approved as SE then you do not need to be ME qualified.
