The CAA have always been confused by the AFI supervision requirement pre the onset of JAA and now it seems since it's inception.
Refer to the ANO as I have suggested and you will see that it is different for an AFI and an FI(R).
It is clearly stated within the ANO Schedule 8 that an AFI must have an FI present at the aerodrome of departure and at the aerodrome of landing on the completion of the lesson. The ANO appears not to make a similar requirement of a JAA FI(R).
It is not a matter of interpretation but a fact. It has never been such that an FI(QFI sometime called) may be at the end of a telephone to suffice!

Don't ask questions to which you don't want to hear answers!
Some at the CAA might mumble about "It would be a good idea" or "We think that..", but homeguard has it absolutely correct. There is no specific requirement laid down; it's a matter of trust between the supervisor and the FI(R).
