Anyone know?
Is the "Basic Flying Instructor (Helicopter) Handbook" a.k.a. CAP 421 still current?
If not, what is the new JAR equivalent?

Long gone, along with CAP 428.

There is no JAA equivalent as it is not considered to be the regulators job to tell instructors how to do theirs. Its up to the industry to produce its own material.
