Unhappy For filing as alternate?

Hi,
Could anyone please explain how the Jepps 'for filing as alternate' minima's work, with regards to adding elev, Taf/Arfor cloud heights etc. I'm a bit lost.

For IFR flights:

Cloud heights in a TAF are given above the Aerodrome reference point. If more than 4 OCTAS cloud (more than BKN) is forcast below the alternate limit in the Jepps (amongst other things) then you have to carry fuel for an alternate.
