CAA FI Rating on an IAA issued JAR CPL?

Planning to start a FI course in the coming weeks in Ireland.
My current licence is a JAR CPL, issued by the IAA on the strength of a Irish national CPL).

Can I go to a UK approved FTO, such as EFT in Florida, and have the rating added to my JAR licence?

I know this question should be directed at the IAA (it has been) but they are really slow in replying and have been know to give incorrect info in the past. The reason for me looking at a school in the US is simply weather. A little cheaper helps but this is negated by travel and accom expenses. I have four weeks from work to complete the course and I feel I stand a better chance of completing the course in the US.

Any thoughts?
