Where does it state, for part 91 PIC training to be carried out every 12 month,

Part 91 recurrent training

Flyman,

What kind of airplane are you talking about? If you are flying a jet, or any aircraft requiring 2 pilots, FAR Part 61.58 will give you your answer. One must have had a proficiency check on an aircraft requiring 2 pilots in the preceding 12 months and completed a proficiency check on that type aircraft in the preceding 24 months.

So if you have a type rating on 2 different jets you can alternate recurrent training on each type every other year (if your insurance company allows it). However if you are only typed in 1, you must get a proficiency check on the airplane every 12 months.
