new ETPS tutors?

It could appear that in the past few years, many ads have been published in "Flight International", offering ETPS flight tutors positions - formerly by DERA, and now by QinetiQ.
Basic arithmetic would then suggest a very high turn-rate of those people (between one and two years)- much higher than could be expected, due to the nature of the job, where experience is paramount.
Is it related to specific problems ?(unattractive financial package, poor number of flight hours, aircraft availability, loss of job appeal when compared to airlines?)
All the people I used to know from this origin are now flying for prestigious airlines...
