Wind Limits for Helicopters?

It seems odd to me to consider wind limitations for rotary aircraft with the exception of engaging/stopping rotors for blade sailing reasons. istr that the formula given was more usually a speed limitation in rearward and sideways flight, a far more relevant and logically phrased limitation for a helo.
