IFR certification of experimental home build

Home build aircraft like RV-6/8 or the Velocity,
what are the requirements to have them certified to fly IFR/IMC?
Planes like the Velocity can be build with the full IFR panel but at what stage are you allowed to fly on a IFR flightplan in IMC ?
What are they additional testing or certification requirements?
assuming of course that all the instruments are certified already eg KING/Garmin...
