Grrr An ATO that is not a member of EASA

Can someone help me with information on how to establish cooperation between an ATO center in a European country that is not a member of EASA for conducting theoretical exams, in collaboration with Austro Control or any other organization within EASA member states?

I don't think you can. You'd need to form a relationship with an EASA ATO and become a satellite of theirs within the non-EASA state.
